What is A1700?

What does A1700 do?
The bill creates two new classes of local liquor permits for restaurants: R-1 for wine, beer, and spirits; and R-2 just for beer and wine. No bar service is permitted, and alcohol is only served at the table with the meal.

R-1 and R-2 local liquor permits are not transferable or sale-able, and are renewed annually.  

 

The Fiscal Impact of A1700
According to the Office of Legislative Services, enactment of A1700 will generate anywhere from $30-$130M annually in new state and local tax revenues.


Compensation Mechanism for Existing License Owners
A1700 is the only liquor law reform bill introduced in the legislature that calls for a compensation process for existing license owners.
